AU-EU D4D Hub supports digital transformation in Rwanda and the Gambia

In the months of June-September, the Africa Union – European Union (AU-EU) Digital for Development (D4D) Hub kicked off two technical assistance missions at the request of public institutions in Rwanda and the Gambia.

The purpose of such missions is to support African governments in their efforts to build strong and resilient digital economies that contribute to their countries’ inclusive and sustainable development.

The AU-EU D4D Hub’s technical assistance is a demand-driven mechanism and can be requested through a form available online.

Unleashing the power of geospatial data in Rwanda

In Rwanda, the AU-EU D4D Hub is conducting a feasibility study of on the construction of a drone operation centre and the creation of a geospatial hub within the Rwanda Space Agency.

The activity is led by AFD, the French development agency, and contributes to the implementation of the digital priorities of the Ministry of ICT and Innovation (MINICT), namely:

  • Improving the government’s efficiency and capacity to deliver services to citizens.
  • Supporting geospatial-based policy design, monitoring and evaluation across government.
  • Fostering innovation and economic development based on geospatial and drone-generated data and unlocking drone private sector development.
  • Enhancing decision-making across most of the sectors of the country using geospatial data (including both public and private actors).

Laying the groundwork for the Gambia’s digital transformation

In the Gambia, the newly created Ministry of Communications and Digital Economy has requested the AU-EU D4D Hub to undertake an assessment of the country’s digital readiness, and to draft a digital economy master plan, as well as to propose new digital addressing and open data policies and regulatory frameworks.

The creation of the new Ministry is the latest in a series of measures undertaken by the Government of the Gambia to develop its digital economy, including the adoption of a Broadband Strategic Plan 2020-2024, an ICT for Development Policy 2018-2018, and a Data Protection and Privacy Policy in 2019.

The AU-EU D4D Hub technical assistance, which will be jointly carried out by the e-Governance Academy and Estonia’s ICT cluster (ITL), will build on these measures and contribute to the Government’s efforts to increase coordination.
